for elected officials to truly understand the many facets of municipal
government. It is even more difficult for us to identify areas which need
attention and improvement. Jersey Professional Management has, over the

comprehensive wage and salary ordinance which will serve us well into the
future. Adoption and implementation of this ordinance meant quite a change
