first step in the process is the Study
and Evaluation Analysis of your municipality’s open space and
land acquisition program.

delineated your land acquisition and open space goals?

which specific properties need to be pursued and in what time frame?
4. What are your
open space and land acquisition goals and are they realistic?
5. To what extent are these goals being met? Can
they be met more effectively?
6. Will you have
money available for that “sunny day” when the property you want
most becomes available and they need a fast response?
7. Have you
developed a strategic and financial game plan for open space and
land acquisition that is realistic and financially feasible?
Jersey
Professional Management (JPM) suggests that such a study and analysis is a
prerequisite to the development of any strategic and financial plan of
land acquisition. JPM proposes to perform this study and analysis for you.

This
study and evaluation analysis will be performed by a team of consultants
consisting of highly experienced Municipal Administrators and, as needed,
attorneys, engineers, planners and financial officers. Together, they have
the knowledge, background and experience necessary to assist you in
understanding which properties to pursue, in what time frame, and with
what money. They know the intricacies and conditions attached to the
various State and County loan and grant programs. They have a working
relationship with the State and County officials who administer those
programs. Individually, they have negotiated many open space and land
acquisition purchases for various municipalities. JPM can provide you with
the Management Team necessary to coordinate, manage and facilitate the
process of land acquisition (working in a collaborative or “assistant”
role, as needed, with your professionals).
